Commissioner Cesar D. Buenaflor of the Civil Service Commission has retired from active public service this February, 2011. As a part of the CSCRO 6 family, where he served as Director IV for a time, a tribute was held and I was commissioned by the commission to draw a caricature for the commissioner. That makes this commission of the commissioner...never mind.

Anyhew, its watercolor on paper - a way of saying thanks to this lawyer of fatherly character who greatly inspires and influences in principle and thought.
